Meet Our Board





Andrew has worked with Project Horse since its founding in 2008 and supports the organization as a board member, donor and volunteer. Over the years, Andrew has been involved in everything from facilities improvements, to staffing special events to providing leadership in strategic planning sessions.

Andrew’s “day-job” is CEO of Telogical Systems, a research and software development company headquartered in McLean, Virginia that provides services to leading U.S. cable and telecom companies. Andrew’s management philosophy focuses on building a strong company culture based on transparency, respect and intellectual vigilance. Andrew specializes in Business Development, Large Account Management, Sales, and Product Management and since taking over as CEO of Telogical Systems, Andrew has grown the organization ten-fold.

Andrew received a BA in Modern Languages and a BS in Economics from The College of William and Mary in 1987 and a Master’s in International Business Studies from the Moore School of Business at the University of South Carolina in 1992.


Tom Morley


Snowflake LLC, Founder and President

Tom has nearly 20 years of experience as a consultant to non-profit, government, and business organizations. For over half of his career, he advised and supported executive- and management-level clients as a member of “Big 4” firms BearingPoint and Deloitte Consulting, the latter in which he served as Organization Strategies Service Offering Lead. Tom has helped more than 60 organizations across sectors and industries, in the US and abroad, to be at their best through strategic planning, market engagement, talent management, organization design, and change acceptance and integration.

In 2014, Tom launched Snowflake, a small consultancy based in Loudoun County, Virginia, specifically to help organizations that help improve individuals’ and communities’ quality of life, offering his experiences, perspectives, and professionalism to all clients dedicated to making a social impact. In addition to consulting, Tom has written articles and provides training to non-profits on a range of topics. Tom graduated with a Bachelor’s Degree with Distinction from the University of Delaware, and earned his Master’s Degree from the University of Maryland.


Darcy Woessner, CES



Darcy grew up riding and competing horses, then left for other pursuits as a young adult. Darcy holds an MBA in International Business and has worked for large multinationals like Michelin Tire Corporation and Colgate-Palmolive. She has also worked as a marketing and development consultant in both the for-profit and nonprofit sectors.

During a period of professional soul-searching, Darcy returned to her passion for horses. It was at this time that Darcy came across the horse, now known as Reeses, who could no longer be ridden due to an untreated injury and found her in desperate need of care. Rescuing and rehabilitating Reeses strengthened Darcy's long-time belief that horses are powerful healers, and together Reeses and Darcy founded Project Horse in 2008.

In addition to running the organization, Darcy is very involved with client services. She is an EAGALA-certified Equine Specialist and co-facilitates many individual and group programs. Darcy is currently in the certification process as an Equine Specialist in Trauma Focused-Equine Assisted Psychotherapy™. Darcy also leads the Mobile Minis™ community outreach programs off-site. Darcy and Fiona Fudge, one of the Mobile Minis™ team, have appeared on NBC News Channel 4 and ABC/News Channel 8's The Pet Show with Dr. Katy.


Cassi Spigle


Summit Insurance Services LLC, Chief Operations Officer

Cassi is a graduate of Penn State University with a degree in Health Policy and Administration. She is a long time resident of Loudoun County who has focused her career on serving people through many facets of the healthcare industry. Cassi has spent many years working on the insurance carrier side of the business with Aetna, Innovation Health and UnitedHealthcare. She has also spent many years working as an insurance consultant in the world of insurance brokerage. Cassi’s focus is on improving the consumer experience by building relationships and providing superior customer service.

Courtney Marshall


Business and Information Technology Teacher, Herndon High School

Courtney was one of the original Five Guys Burgers Franchisees and Developers in Virginia, Florida, and Georgia. Courtney specialized in venture capital acquisition, strategic planning, community outreach, and building a strong culture and leadership team. She career switched to follow her passion of supporting struggling youth find success in education. She is skilled in behavior modification, differentiated learning, literacy, Science, Business & IT. She has worked in low socio-economic minority majority schools from kindergarten to high school.

Courtney received a BS in Economics from George Mason University and a Master’s in Education with a specialization in disabilities from University of Virginia.  She was awarded a scholarship and attended the MIT Science and Engineering Program for Educators, She is a member of the MIT Network of Educators in Science and Technology (NEST).


Jeff Kimble


Senior Principal Engineer, Client Value Tools at Intelsat

Jeff has worked in the media and communications business for almost 40 years.  He started off his career working for a division of Motown records as a plant engineer in his home town and going to school full time at night.  He graduated with a double major in Broadcasting and Industrial Engineering (with an Electronics Minor).

Jeff eventually went to work for Discovery Communications in their International broadcast division.  He was their "go to" engineer for a series of live remotes.  He was the lead transmission engineer for Discovery's first successful internationally transmitted live programs - "Titanic Live" and "John Glenn Returns To Space".  And he was the on-site engineer-in-charge for the 1999 Shark Week kick-off program "Live From A Shark Cage - The Bikini Atoll",.  Today he works at Intelsat in Tysons Corner, as the implementation engineer for the most sophisticated commercial communications satellite built today.  In other words - he plans/configures the satellite in advance, then sends, customers access instructions for their communications services on the satellite.

He wasn't quite sure of what to think of Project Horse at first.  But the more he was exposed to it, the more he liked it and wanted to become even more involved.   In Jeff's words, "Project Horse is on the leading edge of helping people overcome their internal struggles and empower them for the rest of their lives.  And I want to help them with that mission any way I can."  Beside being a board member, Jeff volunteers at Project Horse as a facility handyman and general worker when needed.


John Browning


Market Leader, Northern Virginia and West Virginia at Movement Mortgage, LLC

John has worked in the Mortgage Industry for 20 years and currently manages a team in Loudoun County. He is an active member of the community and has served on the board for Habitat for Humanity for many years helping them increase fundraising and build homes in Loudoun County.

John moved to McLean in 1968, graduated from Langley High School and then finished his education with a Master’s Degree from GWU. John currently lives in Ashburn and attends Reston Bible Church in Sterling. He has been a youth coach for his kids coaching everything from Little League Baseball to lacrosse, basketball, volleyball and softball. His son Jake is a current student at Virginia Tech and his daughter is a Junior at Paul VI Catholic High School.
